Title:
You can't upgrade these packages because you can't upgrade these
  packages

Status in “update-manager” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: update-manager

I'm attaching a screen shot. I think it pretty much sums up the
  problem.

I can't upgrade Update Manager because attempting to upgrade Update
Manager crashes Update Manager. Then when I click the button to
report the problem I'm told I need to upgrade Update Manager before I
  can report the problem.

I was able to do the update using apt tools, but this should never
  happen.
