Thank you for reporting this bug to Ubuntu. Jaunty reached EOL on October 23, 2010.
Please see this document for currently supported Ubuntu releases:
https://wiki.ubuntu.com/Releases
I've tried recreating this bug with Oneiric and was unable to, given the
information you've provided. Please either a) upgrade and test or b)
increase the verbosity of the steps to recreate it so we can try again.
Please feel free to report any other bugs you may find.

Title:
update-manager does not pop up a question correctly in some cases
Status in “update-manager” package in Ubuntu:
Incomplete
Bug description:
Binary package hint: update-manager
This bug is difficult to reproduce if not using the same packages that
I list below; I am using jaunty.
Today I had an upgrade of readahead, to version
1:0.20050517.0220-1ubuntu5. Readahead configuration files had been
altered (not by me anyway). Then the progress bar of update manager
hanged, and by unfolding the terminal window I saw that dpkg was
waiting for me to confirm overwrite of the readahead configuration.
This happens only if I also try to upgrade acroread to version
acroread_9.1.0-7jaunty1_i386.deb from the jaunty/partner repository.
This version conflicts with acroread-debian-files version
0.0.29medibuntu2 from the medibuntu repository. This triggers the bug
in update-manager.
Here is what I can see in the terminal window of update-manager.
