Thanks for your report. I removed the duplicate 893842 because now c-n-f
support admin and sudo groups but according to comment #24 the test is
done in the wrong order.

  Administration detection fails in 12.04

Status in “command-not-found” package in Ubuntu:

Bug description:
  In 11.10, command-not-found would detect whether you're admin or not
  and adjust message accordingly. In 12.04, I always get this message:

  The program 'quilt' is currently not installed.  To run 'quilt' please
  ask your administrator to install the package 'quilt'

  ...even though I'm administrator (i e has privilege to run sudo).
