  Could not download the upgrades -- upgrade aborted

Status in “update-manager” package in Ubuntu:
  Invalid

Bug description:
  Upgrade from Kubuntu 11.04 to 11.10 aborted because of a "403
  forbiden" error:

    "Failed to fetch
  http://pt.archive.ubuntu.com/ubuntu/pool/universe/g/gmp4/libgmp3c2_4.3.2
  +dfsg-2ubuntu1_amd64.deb 403 Forbidden"

  This was a pristine install of 11.04 because it was the ISO image I had at hand.
  On first boot I tried to upgrade to 11.10 and triggered this error.

  Will try again after doing an update of the system.

  [UPDATE] After a full upgrade to last 11.04 the error persisted.
  I edited "/etc/apt/sources.lst" and removed the "pt." prefix (leaving only "archive.ubuntu.com") and is now upgrading to 11.10.

  Seems to be a mirror problem, but it's a serious error if anyone using
  that mirror can't upgrade...
