[Bug 919239] [NEW] add an easy to use option to enable the ddebs repository

Public bug reported:

Enabling the ddebs repository is currently a bit too hard for casual
debuggers to be interested in helping out. Perhaps there could be an
option to add-apt-repository to add the repo and include the key to the
apt keyring.
