Bug description:
  I am on Ubuntu12.04 64 bit updated to 19.1.2012

  After the updates from today I restart my system.
  My login on login screen failed! -> Very bad thing.

  The cause for that is that then last updates has automatically changed
  the keyboard layout from de to en, which is trivial, but on the login
  screen hard to recognized for the user.

  This should never happen.
