Thanks for this bug report!
LibDebconf-KDE is a C++ library used by Apper and Muon to display Debconf dialogs. It also is used to make PackageKit tools display KDE debconf dialogs.
The thing you're talking about looks like the old Perl-based Debconf-Qt implementation, which is AFAIK not completed. (Or Qt4-Perl bindings missing)

  New

Bug description:
  The Debconf KDE frontend is unable to run and falls back to the Dialog frontend, raising the error:
  (Unable to load QtCore -- is libqtcore4-perl installed?)

  To reproduce, simply select KDE as the debconf frontend, without
  installing liblist-moreutils-perl.

  This is due to a missing dependency on liblist-moreutils-perl in
  libdebconf-kde0, which causes /usr/lib/perl5/QtCore4.pm to be unable
  to compile/run.
