Package installation failures are already being reported independently
of /etc/default/apport (which is really a bug, though).

  We currently disable apport on stable releases for various reasons:
  https://wiki.ubuntu.com/Apport#How%20to%20enable%20apport

  However, casper re-enables it on the live system, mainly to be able to
  report installer crashes. However, we should only limit that to
  installer failures, since reporting general desktop-ish crashes is
  moot. Packages are almost guaranteed to be out of date, which causes
  confusion and frustration.
