Title:
  update-manager sees unfinished upgrade to 10.11 when launched from
  gnome menu

Status in “update-manager” package in Ubuntu:
  Incomplete

Bug description:
  When I run update-manager from the command line it works without error message. When I run it from the gnome-2 menu or when I launch it from the top panel (where I have put it myself), it thinks it should finish the upgrade to 10.11.
  It proposed to do a partial upgrade (see attached pictures). When I do 'partial upgrade' it then finds out the the system is up-to-date (see picture). When I instead click on the other button (close) it complains that the index is broken (see picture).

  All this happens only when launching with the mouse, not from the
  command-line.

  I have done all the 'sudo apt-get' checks (purge, install -f, clean,
  autoclean, etc, etc).

  Seems related to gnome-2?!
