It's not incorrect to have a different version requirement for a package
build than for the upstream.  According to the changelog, both of the
higher version requirements in the package are to force a rebuild
against a version of the library that included a particular bugfix; that
does not imply that the requirements in configure.ac should be changed.

  for libudev:
  debian/control file has libudev-dev (>= 151-5)
  but configure.ac has PKG_CHECK_MODULES([UDEV], [libudev >= 146], [have_udev=yes], [have_udev=no])

  
  the same problem with libnih:
  debian/control has libnih-dev (>= 1.0.3)
  but configure.ac has PKG_CHECK_MODULES([NIH], [libnih >= 1.0.2])

  
  and the same with libnih-dbus (just check both files).
