removing /var/lib/aptitude/pkgstates* did help
I also cleaned /var/lib/apt/lists/*_<release>* files but it didn't help, until i removed those files above.
Now pkstates file is recreated and apt* works but became considerably slower (huge amount of IO - system gets stuck at IOwait during apt operations), not sure if it is consequence of upgrade or file recreation.

Title:
libapt-pkg.so.4.11.0 segfault during initial system installation
  (ubiquity)

Status in “apt” package in Ubuntu:
  Confirmed

Bug description:
I'm doing a simple install to 2 xfs partitions. At first I was trying
to keep /home unformatted, but the installer would crash at the same
point as in this bug report. I backed up /home and chose to format
this partition, but I'm still experiencing the crash.
