Title:
Shutdown or restart should be disabled during system update

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  Binary package hint: update-manager

My mother-in-law broke her Ubuntu today. She started system update and
after a while shut down the Ubuntu ("because she didn't have time to
wait a whole day" or so she says).

And now her Ubuntu won't start, error is the same as in this forum
  posting http://ubuntuforums.org/showthread.php?t=1309423

I already suggested this in Brainstorm, but moderator indicated that
  this is a bug.
