This appears to be a pretty common problem on dev boxes. I mark this for
precise, we may need to back out this code.

** Also affects: update-manager (Ubuntu Precise)
   Importance: Low
     Assignee: Michael Vogt (mvo)
       Status: New

Title:
gets confused by packages in the dpkg "in" state

Status in “update-manager” package in Ubuntu:
  New
Status in “update-manager” source package in Precise:
  New

Bug description:
Using current precise, it's easy to get:

  - install a dbgsym for a package which has dbg in the archive (i.e nautilus-dbgsym)
  - wget the dbg.deb
  - sudo dpkg -i deb.dbg (should fail on a conflict)
  - sudo apt-get -f install (should clean the dbg)

update-manager should only list nautilus-dbg to install
