Public bug reported:

On precise, if you get packages in dpkg "in" state (to install, not
installed), update-manager will only test that package as to install and
ignore all the other options:

easy steps to reproduce:
- install a -dbgsym package which has a conflict -dbg in the normal archive (i.e nautilus-dbgsym)
- wget the -dbg
- sudo dpkg -i dbg.deb (which conflicts)
- sudo apt-get -f install

you get in the broken state
