Anacron is hanging only because apt is hanging, however---that's a bug
in the latter, not the former. All anacron is doing wrong is causing the
e-mail to be sent.

    start: Job is already running: anacron

  I've tried to find out why it was running twice, but I could only find
  one copy of anacron in the cron directories...
