Seed or otherwise ensure that 'lo-menubar' is installed whetever
'libreoffice-core' is installed; by seeding/recommending or some
combination thereof.

For comparision, the equivalent plugin ('firefox-globalmenu') is pulled
in as a Recommends: on the current 'firefox' package.
