Works fine here:

$ sudo apt-get install libfreetype6-dev:i386
[sudo] password for vorlon:
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following extra packages will be installed:
  libc6-dev:i386 zlib1g-dev:i386
Suggested packages:
  glibc-doc:i386 manpages-dev:i386
Recommended packages:
  gcc:i386 c-compiler:i386
The following NEW packages will be installed:
  libc6-dev:i386 libfreetype6-dev:i386 zlib1g-dev:i386
0 upgraded, 3 newly installed, 0 to remove and 5 not upgraded.
Need to get 5,966 kB of archives.
After this operation, 23.3 MB of additional disk space will be used.
Do you want to continue [Y/n]?

What is the exact output you see when trying to install it?

Also, note that you can't actually build wine1.3 this way; multiarch
provides support for cross-compiling, but we don't have an amd64->i386
cross-compiler - only a biarch (multilib) compiler. To actually build
wine1.3, you'll need to set up an i386 chroot.
