I see "Check for Updates" always, and "Install All Available Updates" if
updates are available -- regardless of update manager running or not.

Status in “update-manager” package in Ubuntu:
  Incomplete

Bug description:
  When the update-manager icon is kept in the Unity dash, it shows an
  option to install all available updates when right-clicked. Chosing
  this option does not work, unless update-manager is currently running
  (which makes this option pretty usesless, as the running update-
  manager has an "Install" button anyway ;-) ).
