[Bug 911707] [NEW] Update Manager fails to install updates intermittently

Public bug reported:
Running Precise, I get Update Manager popping up on a daily basis
listing lots of changes. I make a habit of clicking the Check button
before I install anything, just to make sure I'm getting the latest and
greatest - I don't necessarily know how long that window has been
waiting for me. Then I go on and click Install Updates.
Sometimes this Just Works and all is well with the world. Sometimes
(feels like most of the time, but I don't have stats to back that up)
clicking Install Updates greys out the Update Manager window for a
period, then returns to the list of updates having done nothing. Today I
got an error dialogue (screenshot attached) that may explain this.
