Well you removed the PPA but there are still packages on the system that the PPA installed when it was active.  libglapi-mesa is just one of them.

  cannot upgrade to 11.10

Status in “update-manager” package in Ubuntu:
  Incomplete

Bug description:
  It seems update-manager cannot calculate the upgrade.  I guess it
  can't find one of my packages in the newer release?

  The error message does not detail *which* package is causing the
  problem... that would be immensely useful.
