Public bug reported:

At Linaro we want to create cross compilation sysroots from Ubuntu
packages. First versions contained all development (*-dev) packages
which we needed and now we want to have also debug symbols. For this we
need to have *-dbgsym packages provided.

** Affects: bzip2 (Ubuntu)
     Importance: Undecided
         Status: New
