Public bug reported:

Ubuntu 11.10 Oneiric Ocelot
apt version 0.8.16~exp5ubuntu13

I tried to install, via command line obviously, a few lib files, but
when I pressed enter/return to process the command it would scroll
through compatibility errors and say the packages are broken. Now, here
is the thing, it didn't install or download anything. I could install
them fine through Software Center and Synaptic. Oh, I have synaptic, if
that's causing the issue. Anyway the libs that I was trying to install
when this happened (not all at the same time either, at different parts
of the day) libstdc++5 libsdl-ttf-2.0-0 and libsdl-net1.2. I'm going to
list things at the end in order its done just to make it a little easier
to read this:

sudo apt-get install libstdc++5
compatibility error
broken package
sudo synaptic --> filters --> broken packages (nothing there)
select libstdc++5
install
no errors
remove
software center
install libstcc++5
no errors
