[Bug 943289] [NEW] update-notifier start when I'm writing a image

Hello
TESTCASE:
- try to write an ubuntu image to a usb key with persistence enabled in a fully updated Precise
- after inserting password to write the bootloader on the key, the update notifier suggest to try to upgrade

EXPECTED:
- it don't start.
