Bug description:
  Ubuntu Desktop 20120226 - Ubiquity 2.9.21 - OEM installation

  TEST CASE:
  1. Select OEM installation, launch ubiquity and proceed to step 'user setup'
  2. Use 'Tab' to navigate UI

  EXPECTED RESULT
  Only interactive components receive focus (input fields, buttons, ...)

  ACTUAL RESULT
  Labels receive focus too (password, password too weak, ...)
