So it certainly looks like the installation was started in oem mode.  I
also tried this using a Precise AMD64 Live CD and at the first boot
screen pressed F4 and chose oem mode there and was unable to recreate
this bug.  Where exactly did you specify that you wanted to do an oem
install?

  Testing OEM installation I cannot perform it, it run as a normal installation, even I select OEM in the splash screen menu.
