Even with latest udev on Oneiric, vgchange still hangs in there:
i.galic at bacon ~ % dpkg -l | awk '/udev/{print $3}'
173-0ubuntu4.1
173-0ubuntu4.1
i.galic at bacon ~ % uname -a
Linux bacon 3.0.0-16-server #28-Ubuntu SMP Fri Jan 27 18:03:45 UTC 2012 x86_64 x86_64 x86_64 GNU/Linux
i.galic at bacon ~ % ps -cafe | grep -i vg[c]
root 337 1 TS 37 02:25 ? 00:00:00 /sbin/lvm vgchange -a y
i.galic at bacon ~ %
on the Host, while the KVMs fail to boot, stuck at init-bottom for over
a day now (so, it doesn't matter how long I wait, I assume, it'll remain
stuck.):

I'd say this bug still exists. I'd love to help you debug it - you can

Bug description:
After running a do-release-upgrade -d on a natty server, I'm unable to
boot the machine properly.
It looks like it doesn't see the local disks anymore.
I think this looks quite a lot like the debbug linked from here:
