[Bug 938992] [NEW] crash_guard routine should be changed

The crash_guard function of command not found tells people to go to
"https://bugs.launchpad.net/command-not-found/+filebug" in the event of
a crash.  This doesn't really make sense for a couple of reasons, apport
could just catch the crash and report it for you and additionally if you
are not a bug supervisor for Ubuntu you can't just file a bug at
+filebug.  The latter of which would be quite frustrating I imagine.

So I think either apport should be called in crash_guard or crash_guard
should not be used.
