As described in the upstream changelog, changing the output is not
desired. The manual has been updated to document this behaviour. This is
in GnuPG since 1.4.10.

Bug description:
  Binary package hint: gnupg

  When calling gpg with --send-keys and no key specified one does not
  get any success or error message - and also it does not do anything.
  Either --send-keys without a value is invalid and print an error
  message or fix the command.
