After install from proposed the new file source_update-manager.py exists
in /usr/share/apport/package-hooks directory

Bug description:
  The current version of update-manager in Lucid has no apport package
  hook.  To ensure that we get high quality bug reports from users
  upgrading from Lucid we should perform a SRU of update-manager to
  include the package hook from a later release of Ubuntu.
