2) apt-cache policy apt
apt:
  Installed: 0.8.16~exp12ubuntu3
  Candidate: 0.8.16~exp12ubuntu4
  Version table:
     0.8.16~exp12ubuntu4 0
        500 http://us.archive.ubuntu.com/ubuntu/ precise/main i386 Packages

        100 /var/lib/dpkg/status

3) What is expected to happen via the Terminal:
sudo apt-get update && sudo apt-get -y upgrade

is it updates and upgrades without fault.

4) What happens instead is the following:
(CUT)
204 upgraded, 0 newly installed, 0 to remove and 28 not upgraded.
5 not fully installed or removed.
Need to get 0 B/166 MB of archives.
After this operation, 807 kB disk space will be freed.
E: Internal Error, No file name for libss2

this prevents the upgrade from happening.
