The current version in -proposed doesn't contain the security update
that was in (1:0.134.11.2). It needs to get re-merged and re-uploaded.

Bug description:
  The current version of update-manager in Lucid has no apport package
  hook.  To ensure that we get high quality bug reports from users
  upgrading from Lucid we should perform a SRU of update-manager to
  include the package hook from a later release of Ubuntu.
