[Bug 934044] [NEW] uscan should convert to tar.gz

Public bug reported:

If the archive that got downloaded by uscan is not a tar.gz (but a zip
archive for example) it should be converted into a .tar.gz file
(automatically or with a flag to enable this behavior), as there is
always a .tar.gz required for packaging.
