The first step is to get this added to debian-installer upstream, that
is, in Debian.  The Debian translation coordinators should be happy to
help you out with this.  Here's some documentation:

I won't be able to do any more on this bug until that's reasonably
complete.

  Please add Sindhi language to Ubiquity. Ubiquity and debian installer
  packages are quite much translated for Sindhi. So it is time to
  introduce this language in the Ubiquity installer.

  Language name in English: Sindhi
  Language name in Sindhi: سنڌي
  Iso 639 code:  sd
  Text directon: RTL  (like Arabic, already translated in debian-installer translation).
