[Bug 904420] [NEW] Synaptic Update Manager doesn't automatically check

In the Synaptic Update Manager, I have checked "Check for updates ...
Daily" and "download updates in the background;" however, it does not
check for updates.  If I manually check for updates, it does not
download the updates in the background.

I have another Ubuntu system with the same settings, and it works
properly as expected.
