  Offer 24-hour or AM/PM time format configuration

Status in “base-installer” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: base-installer

  Ask during installation for 24-hour or AM/PM time format. Many people
  use en_US.UTF-8 settings for keyboard et cetera but within this group,
  many people would like 24-hours time display in their applications.

  For beginners, it is too difficult to make this setting by adding this line:
    LC_TIME="nl_NL.UTF-8"
  to this file:
    /etc/default/locale

  The nl_NL can be derived from the time zone, when a user would like
  24-hour display in stead of AM/PM. User should be told via help text
  that this configuration, setting time format to Dutch (or whatever) or
  English, is regading 24-hours and AM/PM display.

  but this also should be done on system level during installation.

  Implementing the functionality described above will improve the
  overall user satisfaction and position Ubuntu better for normal users.
