This bug affects me.  I cannot get any USB keyboard to select menu
options in recovery mode.  I am using a Gigabyte P55M-UD2 motherboard
which fortunately does have one PS2 port as a backup, so I was able to
use an old keyboard to select options from the recovery menu.  Once
"continue with normal boot" was selected and it booted to the console, I
was able to use my USB keyboard as normal.

Bug description:
  In Oneiric recovery mode, my usb keyboard did not respond with my Asus
  P8Z68-V PRO motherboard. The recovery mode appears normally, but did
  not respond to any keys. So I can not select recovery options, with
  the arrow keys. I did try several usb ports. And another usb keyboard.
  (This motherboard did not have PS/2 ports.) Only when I plug in
  another usb keyboard, kernel messages appearing. It looks like this

  Usb 3-1: new low speed usb device number 2 using xhci_hcd  
  xhci_hcd 0000:03:00.0: Warn: short transfer an control ep

  
  Last but not least. In Natty Narwhal recovery mode, my usb keyboard does work fine.
