I am marking this as Invalid, as in the latest releases of Ubuntu (Oneiric and Precise) when closing the Software sources dialog, it does not request reloading, thus it will not have any problems if there is a lock. I have tried by opening Synaptic (to create the lock) and software sources from Software center, and I have successfully edited the sources list, and closed the dialog without any complaints about the lock. Feel free to reopen if you still experience this problem, and please detail the steps you used to reproduce the issue.

Title:

Status in “software-properties” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: synaptic

  Hardy, synaptic 0.61ubuntu7.

  1) Open synaptic (or issue "sudo touch "/var/lib/apt/lists/lock" since the important part is creating the lock)
  2) Edit a repository somehow via System > Admin > Software sources.
  3) Close the window to trigger a popup: "The information about available software is out-of-date."
  4) Click Reload to attempt reloading
  5) Fail to update because of the lock

  
  Ideally, the popup in step 3 should be something like this:
  "To install software and updates from newly added or changed sources, you have to reload the information about available software.  However, this cannot be done at the moment because there is another package manager running.

  Please close the other package manager before clicking Reload to
  continue.  You will need a working internet connection."
