Can you attach some system logs (.xsession-errors) to show what happens
when the stalling occurs?

Bug description:
Intermittently, I seem to have a situation where applications already
running are responsive, however DBus appears to be stalling,
preventing some new applications from loading and causing notification
messages to be "repeated" on my desktop.
I had Banshee song titltes and Evolution calendar reminders moving
through the notification bar, both which seemed to "repeat" at the
same time that I was unable to load shutter. On the console I received
the following message. A minute later the shutter application loaded
without problems or console messages.
(shutter:3621): Unique-DBus-WARNING **: Error while sending message:
Did not receive a reply. Possible causes include: the remote
application did not send a reply, the message bus security policy
blocked the reply, the reply timeout expired, or the network
connection was broken.
I am opening this bug to see if others have this issue, and will try
and see if this is some sort of app congestion with dbus-monitor
