Bug description:
I believe these commands should have a different result. "service
networking stop" should stop networking. This issue happens on a 11.04
machine as well.

$ sudo service networking stop
stop: Unknown instance:
$ sudo service networking start
networking stop/waiting
$ service networking
Usage: /etc/init.d/networking {start|stop}

Also this method does not provide a restart like "/etc/init.d/networking restart" and I think it should to be a full replacement of the sysvinit script.
