I'm marking fix released for a few different reasons (though unfortunately it may still be broken in 10.04):
 - ifenslave-2.6 was reworked in Precise to not have race conditions like was the case in 10.04
 - the changes you point to (which unfortunately doesn't reliably work on Ubuntu) was backported to 10.04, causing a different set of regression ...

We decided not to do any more damage to 10.04 and will keep it as it's.
You may workaround these issues by using up and down statements in
/etc/network/interfaces to delay part of the boot process and avoid the
race conditions.

Ubuntu 12.04 does the right thing (as far as I can tell) and the changes
are being backported to Ubuntu 11.10, however it was considered way to
tricky and dangerous to backport to earlier releases.

  I ran into this problem today. After some searching I found that
  bugreport and can confirm that backporting the Maverick package to
  Lucid fixes my problem, but since 10.04 is a LTS I would like to
  recommend backporting the package from Maverick to Lucid.

  My setup is similar to the setup in the Debian bugreport:
