When installing how, with what version of Ubuntu? This bug was reported
against Ubuntu 11.10. The initscripts package in Ubuntu 11.10 includes
an /etc/rc.local file that is marked executable.

No, that does the exact opposite of what you want.

/etc/rc.local is not executed at startup in 11.10. In 11.04 this was
not the case. Is there any alternative?
