As always, if you want new features, you upgrade to the new release.

Also extents are enabled by default, but if the fs was upgraded from
ext3, then all of the files that already existed will not be using them.
You can see whether a file is using extents with lsattr.

  Please include the ext4 defrag and other tools in Juanty.  Currently
  using alpha 3 with all patches as of 2009-01-026 and do not see it in
  the package list on any "...vese"
