[Bug 1092597] [NEW] Update Manager starts minimized if the screen is locked and cannot be restored

Public bug reported:
When the Update Manager starts while the screen is locked, it starts
minimized and cannot be restored.
How to replicate:
1. Lock the screen (Ctrl+Alt+L).
2. Wait for Update Manager to launch.
3. Unlock the screen.
4. Click the Update Manager icon on the launcher bar.
Clicking the Update manager icon does not restore the window, and there
is no way to force it to restore (ie in Windows you can shift-right-
click the icon and choose Restore).
The only way to get the updates is to use apt-get upgrade manually on
the command line or to right click the icon, choose Quit and manually
re-launch Update Manager.
