[Bug 1091786] Re: Update Udev to 196

Note, lp:~ubuntu-core-dev/ubuntu/raring/udev/ubuntu has the last
standalone udev (182) packaged, but it fails booting. I haven't had time
to investigate why yet, and several people applied patches to udev which
are quite hard to understand and forward-port (they never got sent
upstream apparently). Any help appreciated.
