Ok, I removed the duplicate mark and changed the affected package to the
installer (Ubiquity).

** This bug is no longer a duplicate of bug 863378
Locales not removed when removing Chinese translations

** Package changed: language-selector (Ubuntu) => ubiquity (Ubuntu)

Title:
Not installed language showing up in available languages list

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
In the "Language" tab of the "Language Support" window it shows
several variants of English, German, French, Norwegian, and Chinese.
If I click "Install / Remove Languages" the checkboxes for English,
German, French and Norwegian are all checked. All the Chinese variants
  are unchecked.

I discovered this while trying to simplify my language selection in an
attempt to avoid a reproducible crash in jockey-gtk - I'm suspecting
that this discrepancy could have something to do with it.
