Well, it's probably not a duplicate of
https://bugs.launchpad.net/ubuntu/+source/avahi/+bug/80900 because the
problem there was only that .local domain names couldn't be resolved. In
your case no domain names could be resolved. But the proximate cause
seems to be the same, namely that mdns4_minimal returns "successful
lookup; not found" causing the resolver to "return" without moving on
to try dns.
According to
https://help.ubuntu.com/10.04/serverguide/network-configuration.html
the alternative line should actually be the following.
hosts: files dns [NOTFOUND=return] mdns4_minimal mdns4
I think it would be worthwhile to spend a bit more time trying to figure
out why mdns4_minimal returns the "successful lookup; not found" status
for *every* domain name looked up. Something somewhere must be
misconfigured.

Bug description:
After the resolvconf overhaul in Ubuntu 12.04, DNS resolution no
longer works for VPN connections. Network Manager is able to connect
to the VPN, but no domain names resolve.
Please let me know what is needed to make this bug report more
helpful.
