It's not included because it's entirely redundant with the 'search'
field.  This behavior is documented in the resolvconf(8) manpage:

         2) up to one search line containing the combined domain  search  list
            from all "domain" and "search" input lines, also ordered according
            to interface-order(5);

Status in “resolvconf” package in Ubuntu:
  Invalid

Bug description:
  On a Debian stable machine (which has same DHCP server) my resolv.conf
  contains:

  > cat /etc/resolv.conf 
  domain se.foo.com
  search se.foo.com
  nameserver 10.0.2.200
  nameserver 10.0.2.201
  nameserver 10.0.2.202

  On Ubuntu 12.04 LTS (which has same DHCP server):

  > cat /etc/resolv.conf 
  # Dynamic resolv.conf(5) file for glibc resolver(3) generated by resolvconf(8)
  #     DO NOT EDIT THIS FILE BY HAND -- YOUR CHANGES WILL BE OVERWRITTEN
  nameserver 10.0.2.200
  nameserver 10.0.2.201
  nameserver 10.0.2.202
  search se.foo.com

  Where is the domain field?

  The domain info must come from the DHCP server but it is somehow lost
  by resolvconf. Why?
