Could you try running synaptic from terminal using "sudo synaptic" and
click the repositories menuitem to see whether it logs any error why it
could not start software sources?

Bug description:
  This is similar to bug 292691,  but the difference is that synaptic works if software-properties-gtk is uninstalled.  I'm not the only one with this problem since it was discussed here:
