  Incorrect time zone settings in Ubuntu Server

Bug description:
  Good day to you all!
  Think I've found a very annoying (for me) bug.
  My BIOS time is set to GMT, say it's 10.00.
  I live in Russia, my time zone is +4. I start installing Ubuntu Server, choose English as my language, choose Russia as my country, choose Moscow as my time zone. I install server and reboot.

  The 'date' should be 14.00, but it's 18.00!
  Moreover, incorrect time settings affect Bind and Squid functionality. This happens because I have a server postinstall disk that installs all my debs and config files. I boot without networking, install them, reboot, networking starts, Bind and Squid start, time gets updated by ntpdate. But Bind and Squid have started with the old time settings! Restart of the daemons or system restart solves the problem.
