and reload fails every time:
root at mail1:~# LANG=C service rsyslog restart
rsyslog stop/waiting
rsyslog start/running
root at mail1:~# LANG=C service rsyslog reload
reload: Not running

Bug description:
when I want to restart rsyslog it fails:
root at mail1:~# service rsyslog restart
stop: Unknown instance:
rsyslog start/running
It occurs many times. Possible it depend on logrotate, because every
day logging stops (all logfiles are empty), but rsyslog is still
running.
The only thing I can do is to kill rsyslogd and start it again with
the service command.
